Global Suape Project
The Suape Port and Industrial Complex is currently undergoing development in additional clusters which is attracting worldwide attention to Pernambuco. In the gas, petroleum and offshore naval industries, they are symbolized by an oil refinery, a shipyard already in operation and three petrochemical plants.
These enterprises are uniting the State Government and private enterprise to the academic sector in the organization of a movement that consolidates new opportunities in the region made possible by the discovery of new reserves of petroleum in the Brazilian pre-salt layer.
The Global Suape project, created in 2008, visualizes the consolidation of Pernambuco as a hub of goods and services distribution for the petroleum, gas, offshore and naval industries. This has put Pernambuco ahead of the other Brazilian states in the race to supply the growing demand for equipment, ships, platforms, and services forecast for the next 20 years.
Investments of R$780 million have been captured in under two years, creating 20,000 new jobs. This is the result of several trade missions and the perception by national and international investors of Suape’s competitive differentials in their choice of location. Missions were undertaken to China, England, Norway, Spain, Hong Kong, Singapore, Holland and Canada, with Angola and Panama among the next destinations.
Other activities that Global Suape has developed include the articulation of partnerships for professional qualification and the introduction of micro and small businesses to supply goods and services to the large scale enterprises.
Fiscal incentives for the naval and heavy mechanics industry
Development Program for the Naval and Associated Heavy Industries of Pernambuco State (Prodinpe)
Permits the concession of fiscal incentives aimed at stimulating investments (as from the installation of the Atlântico Sul Shipyard, in the Suape Port and Industrial Complex), making possible the construction, amplification, modernization and transformation of embarkations and platforms or respective modules.
The Prodinpe program encompasses the following:
- Naval shipyard or industrial establishment involved in the construction, amplification, repair, modernization and transformation of embarkations and platforms or respective modules.
- . Embarkation of floating structure destined for cargo or passenger transport; Platform with Flat and horizontal surface, floating or submersible, for the transport of heavy objects for collection, perforation, exploration and research of petroleum or gas.
In general terms, the fiscal incentives provided by Prodinpe are:
Exemption from ICMS (Goods and Services Circulation Tax)
- . Deferral of ICMS collection
- . Dispensing with the charging of the tax, prior to acquisitions of goods and services.
The benefits foreseen in Prodinpe also apply to establishments that, although not a naval shipyard, carry out the activities of construction, amplification, repair, modernization and transformation of embarkations and platforms or respective modules.
Main projects and companies
Naval hub
- Location: Suape Port and Industrial Complex
- Atlântico Sul is the biggest and most modern company in the naval and offshore shipbuilding and repair sector in the Southern Hemisphere and has already signed contracts to produce 14 Suezmax oil carriers of 157,000 tons, 8 Panamax of 115,000 tons and the hull of the P-55 Platform.
- The company manufactures all types of carrier vessels of up to 500 thousand deadweight tons (TDW), as well as offshore platforms of the semi-submersible type, FPSO (Floating Production, Storage, and Off-loading), TLP (Tension-Leg Platforms) and SPAR, among others.
- The Atlântico Sul also offers a vast range of repair services for vessels and oil exploration units, taking advantage of the yard’s strategic and privileged location in relation to the global maritime carriage and the large deep water oil & gas production fields.
- The Shipyard will be responsible for generating 5,000 direct and 25,000 indirect jobs.
- The Atlântico Sul Shipyard belongs to the consortium involving the companies Camargo Corrêa, Queiroz Galvão, PJMR and Samsung Heavy Industries.
- It will cover an area of 1.56 million m² and will include a dry dock 400m long, 73m wide and 12m deep. It will be able to process 160,000 tons of steel per year, enough to produce 8 Suezmax ships.
- Investment: US$ 1.0 billion.
- Besides Atlântico Sul, Korean company STX and the Portuguese MPG Shipyards will set up operations in Suape, mainly to produce ships and platforms for petroleum exploration. Further projects include Construcap, Galvâo/Alusa and Tomé/Schahin, under the Brazilian flag. Together they represent R$1.2 billion in investments and will bring 20,000 new direct jobs.

Petrochemical and Textile Hub
- Location: Suape Port and Industrial Complex.
- Participants: The operational start up of the largest Polyethlene Terephtalate resin (PET) plant in the world, owned by the Italian Company Mossi & Ghisolfi, has helped Suape to consolidate its petrochemical cluster. The construction of the PetroquímicaSuape Company that will produce Terephtalic Acid (PTA), Polyethlene Terephtalate resin (PET) and Polyester Cables (POY) will help the Complex to boost the northeastern textile industry. The project foresees the creation of 770 knitwear and textile plants with some 3.800 textile industries entering the market. The project also includes the reintroduction of cotton plantations in the region.
- Investment: Of the total US$ 5 billion to be invested in this sector in the Brazilian Northeast, US$ 3.5 billion should come to Pernambuco.
Abreu e Lima Oil Refinery
- Location: Suape Port and Industrial Complex.
- Destined to begin operation in the second half of 2012 with the processing of 230 thousand barrels of oil per day, supplying most of the demand for diesel in the north and northeast regions.
- Around 24,000 jobs are expected to be generated during its construction. When in full operation the unit will involve 1,500 direct jobs and 4,500 indirect jobs.
- The products generated by the oil refinery will be diesel, coke, coke gas oil, LPG and naphtha, the raw material for the production of plastic resin.
- The Abreu e Lima Oil Refinery will be the first in the country specifically projected for processing heavy oil.
